298. Error. No access to adminweb in sever 9.0.1 ubuntu 22.04.4

I have already install the server 9.0.1 four times. 
I have followed all the instructions very carefully.
The installation looks ok but No access to adminweb. 

Just once I manage to log in and then  error again. All the servers are running ok.

HTTP Status 403 – Forbidden

Message /

Description The server understood the request but refuses to authorize it.
Apache Tomcat/9.0.85

This has never happened before with Centos 7

Any idea what is causing it?
