Interworking between IMPTTP and PoC

IMPTTP can interwork with PoC network.

PoC 2.1

Currently PTT standard is only PoC(Push to talk Over Cellular) of OMA. Unfortunately because PoC has targeted to Cellular, it is based on IMS(IP Multimedia Subsystem).
